Programs

Esperanza En Escalante’s housing programs are meant for individuals and families who:​

  • Are veterans of any duty branch of the U.S. military services​
  • Were released under conditions other than dishonorable​
  • Are homeless or at risk of becoming homeless​
  • Desire a drug and alcohol free environment​
  • Are willing to engage in a support program designed to transition them to independent, productive living
  • Income qualify

Program fees apply, depending on the unit size, but not to exceed 30 percent of applicable income.​

Please contact us if you or someone you know are interested in our program. If qualified, we will help navigate the Southern Arizona VA Health Care System’s Homeless Program registration process, a prerequisite for entry into VA sponsored programs. For others, residents must qualify with the City of Tucson under the Housing Choice program, commonly known as Section 8 housing.

VA Programs

Esperanza En Escalante provides transitional housing for veterans, male and female, with and without families, who are homeless or at risk for homelessness. These programs are designed to get the individual or family into safe housing, address personal, economic and health issues as necessary, and prepare them to enter into stable permanent housing as the issues are addressed. Currently, the following programs are available:

  • VA Grant and Per Diem Bridge Housing Program: for Veterans that have been offered and accepted a permanent housing intervention (e.g., Supportive Services for Veterans Families (SSVF), Department of Housing and Urban Development –VA Supportive Housing (HUD-VASH), etc.)) and are not able to immediately enter the permanent housing. This program is intended to be a short-term stay in transitional housing. Veterans will receive case management services designed to move as rapidly as possible into permanent housing.
  • VA Grant and Per Diem Hospital to Housing (Respite Care): for homeless Veterans identified and evaluated in emergency departments and inpatient care settings for suitability for direct transfer to a designated GPD Program for transitional housing and supportive care.
  • VA Grant and Per Diem Service-Intensive Transitional Housing: for homeless Veterans who choose a supportive transitional housing environment providing a milieu of services that facilitate individual stabilization and movement to permanent housing as rapidly as clinically appropriate.
  • Case Management: For all VA programs, including Bridge Housing, residents are assigned an on-site case manager. The case managers work with the residents to develop an Individual Service Plan (ISP) used to establish goals regarding income, housing stability and personal stability in order to increase the opportunity for success once they move into permanent housing.

Permanent Supportive Housing

Esperanza En Escalante currently has several programs designed to help homeless veterans move into permanent supportive housing. These programs provide some level of subsidized rent support, as well as access to a case manager to work with the veteran to increase housing stability over the time.​

Housing Choice Program for Homeless Veterans: Another City of Tucson program, also provides scattered site housing for homeless veterans, and is supported by Project Based Housing Choice Vouchers. Veterans must be homeless, income qualify and pass the City of Tucson Housing Choice qualifying process. Esperanza En Escalante staff work with the veteran to find suitable housing, as well as navigate the City of Tucson’s process.​

EEE Supportive I Permanent Supportive Housing: Esperanza En Escalante is also a partner in EEE Supportive I, a site based apartment complex with 44 one bedroom units, opening in March 2017. Forty of the units are supported with project based Housing Choice vouchers. Residents must be 55 or older, preferably a veteran, income qualify, and pass the City of Tucson’s screening process.
